Policy on Financial Awards to Service Providers (PFASP)
The ongoing crisis with funding of NGOs continues this month with problems being experienced in the Eastern Cape, Kwa-Zulu Natal, Gauteng and North West provinces. It seems that the policy and practice is reaching breaking point with unofficial reports that NGOs in the Free State are “on the march” again and planning to take the provincial Department of Social development to court (again) over the payment of funding to NGOs in that province.

Discussions on the Service Level Agreement and the shortened addendum thereof are ongoing in the Eastern Cape. Many organisations were unwilling to sign because of a clause that only mentions that the province reserved the right to decrease the subsidy but with no mention of a possible increase. The Provincial Forum was engaged in negotiations with the Department of Social Development and it was predicted that the majority of NGOs would sign in fear of having their subsidies stopped.
