Making Policy Work Gauteng Gauteng Welfare Forum was represented at the South African Council for Social Service Professions workshop to discuss demarcation of occupational groups. A list of concerns regarding the monitoring and evaluation system was sent in advance to the Department of Health and Social Development for the upcoming meeting to address the problems. Eastern Cape The province has established a provincial Joint Strategic Committee which will become a platform for CBOs to engage on provincial level issues with the DSD. The Memo of Agreement between the DSD and the ECJSC and its budget are currently under discussion. In a meeting in King Williamstown, the interim JSC resolved funding issues to which the DSD issued the respective cheques for short payment. Rights and Responsibilities Gauteng Details of eight organisations experiencing problems with delays, cancellations or non-payment of subsidies were sent by Gauteng Welfare Forum to the Divisional Head: Social Development of the Department of Health and Social Development. Jackie Loffel circulated notices and information regarding the 1Goal march on “Education for All” campaign. Organisations were requested and encouraged to march for the universal and quality public education for all. Notices and information was circulated to members regarding the Kids Rights Millennium Development Goals Conference. Information regarding the application process for the National Youth Service Corps (training programme and service opportunity for unemployed youth) was circulated the GWF members. National Welfare Forum Shamani Naidoo attended a workshop hosted by Wash United South Africa. Wash United aims to educate learners at primary and high school level on the importance of hygiene to prevent easily communicable diseases such as cholera and the importance of proper water and sanitation. The campaign focuses on using a soccer to communicate this message. Wash United’s work is in its infancy and is seeking to gain support from peer educators and NGOs working with learners. Working together to make Mzansi better North West Daphney Seadira assisted Early Learning Centres and Community Projects in completing the South African Early Childhood Development ABSA Awards forms. She met with 356 members from different regions of the province. This opportunity was also used to revive membership for the province. A workshop on NPO registration was conducted by Daphney for organisation in the Dr Ruth Mompati region. She provided the participants with standard constitutions and NPO registration forms to complete and submit to the relevant offices. Northern Cape The Province will be unable to continue with the IDP workshops. Fanie van Wyk had a meeting with the speaker of Nama Khoi Municipality to discuss the IDP workshops and informed her of the reasons why he could not continue with the workshops. Eastern Cape Due to lack of administrative capacity at Empilweni Home, a motion to close the old age home was passed which affected 140 elders from three regions. The coordinator for the province met with the COO of the DSD to highlight the challenges faced by the home. This was followed by a meeting with the interim board of the home, which saw the coordinator becoming the Chair to oversee the transition period. The DSD has also resolved not to close the home. Mpumalanga The Mpumalanga Provincial Coordinator, Mr Qiniso Dube, attended a meeting on 8th June 2010, held at Child Welfare offices in White River, attended by 14 people representing various organisations in the area. The purpose of the meeting was to discuss setting up a structure which will represent NGOs, CBSos, NPOs, HBCs and other various social welfare organisations around the area. The launch of White River Welfare Forum was planned for 1st July 2010 at the Child Welfare offices. Another Forum structure was successfully re-launched on 17 June in Sabie Graskop. The event was attended by 26 people representing various organisations in the area. |
