This report is a summary of the key activities of The Forum across South Africa in the above-mentioned period. It serves to outline the main activities and outcomes achieved by the organisation and its members.
Making Policy Work
Equal Pay for Equal Work (28 August)
Most provinces are still awaiting feedback from the respective Departments of Social Development (DoSD) since the protest march on 28 August 2009. Eastern Cape received a prompt response by email acknowledging the receipt of the memorandum and inviting them for a meeting to discuss the issues in the memo and unpack them further. Indeed the meeting took place but the outcomes were not satisfactory. Apparently DoSD has negotiated for increased funding with National Treasury for the last 2 years without positive outcomes and appealed for OSD for NGOs in 2007 and were rejected. DoSD requested the Provincial Treasury to increase the budget for 2010/11 to improve subsidies for NPOs. The matter is under consideration. The Gauteng Welfare Forum held a meeting with members of the government task team to clarify issues mentioned in the memorandum that was handed over during the march. The government officials committed to making proposals for resolution of the problems and present these for discussion at the end of September. Western Cape received a letter from the Head of Department (HOD) acknowledging the memorandum and its contents. The funding crisis facing the sector is one of the issues discussed with the MEC and have raised the matter at National Office with the intention of tabling it to the Minister and MECs meeting.
