The Health & Welfare SETA whishes to stay abreast of these developments and re-position itself and its learning programmes to meet the requirements of the proposed changes. Some of the major changes to the system are the: QCTO: The Act proposes the establishment of a Quality Council for Trades and Occupations (QCTO). This structure will, on par with the Council for Higher Education (CHE) and Umalusi, be responsible for ensuring quality learning in the field of vocational training. The QCTO will have a direct effect on Education and Training Quality Assurers (ETQA’s) of SETA’s. OFO: Having adopted the Organizing Framework for Occupations (OFO) as the basis for understanding and impacting upon the labour economy of South Africa, it will impact directly on qualifications managed by SETAs, the curricula, qualifications and unit standards. Occupational Directed Qualifications: Within the new structures, the structure of the qualification as well as the process of developing qualifications has changed dramatically. In future the focus of the qualification will be occupational of nature, will be derived from the Occupational Descriptor on the OFO and will start with developing a curriculum which addresses the needs of the profession. Occupational Qualification for the Social Auxiliary Worker: In response to these new changes and developments, the HWSETA in partnership with the SACSSP, has embarked on a process to develop such a Curriculum for the Social Auxiliary Worker. This may have an impact on the way in which social auxiliary workers will be trained in future, as well as the level of the qualification to be registered on the SAQA database. The process asks for the involvement of the Profession and all its Key Stakeholders. Through their active participation since September 2009, exceptional progress has been made in this short period of time. The draft Curriculum for the SAW ahs been designed and is now ready to be taken to consultation with the entire stakeholder basis Consultation with the Community of Experts: Within the above context, the HWSETA invites the profession and stakeholders to participate in the process of consultation on the Curriculum for the Social Auxiliary Worker by sending representatives to the provincial workshops.
