Civil society participation in the Department of Social Development's strategic planning and budgeting processes did not materialise in 2007 as per the resolution of the 2006 Gauteng Welfare Summit

The Department has already been assigned its budgetary envelope for the 2008-9 financial year. However it has some discretion as to how this will be allocated.

The Forum intends to use the post-summit process to ensure the input of civil society is heard from now on. In particular, it will use the field-of-service workshops agreed on as part of the process as a first consultation for the 2009-10 budget, and also for internal adjustments within the 2008-9 budget if possible. The Department has also agreed to supply information from its Annual Performance Plan (APP) for comment.
