Equal Payment to NGOs for Equal Services Print E-mail
equal-paymentNon-governmental Organisations (NGOs) in the welfare sector render services to vulnerable people in situations where there is family disintegration, crime, child abuse and abandonment, alcohol and drug abuse, mental illness, neglect of the aged, people becoming disabled, children who are abused, abandoned or orphaned as a result of the HIV and AIDS pandemic.  This includes statutory services.

During the Minister of Social Development’s budget speech in August 2009, Dr Radebe declared a 5% increase in subsidy tariffs for NGOs in the welfare sector.  This 5% increase is simply not sufficient. NGOs require Equal Payment for Equal Services to ensure

  • The sustainability of these critical services.
  • Equal pay for equal work between NGO staff and their counterparts in State Departments.  Currently, NGO staff members receive 66% or less than their State counterparts

In the last 16 years, the KNZ Province has awarded only 8 subsidy increases to NGO’s in the welfare sector

On Friday 28 August 2009, social service workers from NGO’s in the welfare sector in Durban and other major cities throughout the country will march to demand Equal Pay for Equal Work. In Durban a memorandum will be handed to the KZN Provincial Ministers of Social Development and Finance.
The memoranda will request that URGENT attention by the Ministers be given to the following:
  • Equal Payment  for Equal Services, based on salaries of all NGO staff categories being equal to those of their State counterparts
  • An increase in this year’s Social Development budget via the Adjustment Appropriation Bill, to allow for additional payment to NGOs in the welfare sector in the 2009/2010 financial year
  • An ongoing commitment by government to adhere to a framework that in future budgets provision is made for  equal payment to NGOs  for equal services
  • NGOs in the welfare sector being included in the Retention Strategy for Social Workers practised by the Department of Social Development
  • Parity in payment to NGOs in the welfare sector across the nine Provinces
The collapse of NGOs in the welfare sector will result in a huge gap in service delivery. Many vulnerable people in both urban and rural communities will be left in great despair. Given financial constraints, some NGOs have already cut back on essential services.
