In August this year, the Eastern Cape Provincial Department of Social Development (DoSD) hosted a conference entitled, Integrated approaches toward improved service delivery at the East Cape Training Centre in Port Elizabeth. About 210 delegates attended the conference representing the state, civil society and the private sectors. At the conference, delegates resolved to continue the process of dialogue on useful partnerships and other matters that affect social services delivery in the province.The DoSD then held a second conference, with the theme of Transformation at the same venue on the 2nd & 3rd December 2008. This was a direct follow up to the first conference and several high profile speakers delivered very meaningful presentations to the 250 delegates. John Allen, Beulah Lumkwana and Ivan Siyila represented the Eastern Cape Welfare Forum. John addressed the plenary of the conference with a message of support for the initiative on behalf of the members of the provincial forum. Some of the highlights from the speakers, include: Globalisation and the struggle for human rights, democracy and jobs: Rural women in Africa, Prof. Vishanthi Sewpaul “What is striking about the Geneva Declaration for Rural Women (1992), with all its gender sensitive language, and its political and development rhetoric, is its lack of focus on those structural barriers that impact women’s lives in respect of patriarchy and the impact of globalisation and neoliberal capitalism.” The Role of Tertiary Institutions in the Transformation of Social Welfare Services Ms. Margy Maistry “Universities, however, need to produce graduates who are better prepared to apply knowledge, values and skills in ‘real –world’ settings and thereby contribute to societal and overall welfare of all.” Transformation of the sector: Changes & Criteria for measuring transformation Lullu Tshiwula “The social security system has been overhauled to address mass poverty and the idea of a developmental approach in practice is gaining acceptance. Access to services has increased somewhat, there is some sensitivity to being inclusive within welfare organizations.
