Management of shelter for homeless people - Call for Proposals, 14 - 18 January 2010 Print E-mail

Towards the end of last year I was asked by the Chairperson of the Portfolio Committee on Health and Social Development to serve on a task team to address the situation of unaccompanied immigrant children and other vulnerable persons at the Central Methodist Church in Johannesburg. This team has sinced merged with another that had previously been formed to coordinate government and other initiatives in this regard. The combined team includes representatives of a number of national and provincial government departments as well as the City of Johannesburg (COJ), and several NPOs. It is chaired by Russell McGregor of the national Department of Cooperative Government and Traditional Affairs (COGTA).
 
Most of the unaccompanied children have been moved out of the church and their situation is being monitored. Meanwhile the task team is looking at options for other vulnerable groups. The COJ has refurbished the old MOTH building at Remembrance Place, between Loveday and Rissik Streets at their north end, close to Park Station. They have already moved 170 people there from buildings in the city which are not fit for habitation.
 
The idea is that the MOTH building will provide temporary shelter for 700 homeless people for three to six months on arrival in Johannesburg. During this period they will be helped to become self-supporting, after which they will be replaced by others. The people from the Central Methodist Church will be the focus at this stage, but this will be the beginning of a longer-term programme to address the issue of homelessness in the inner city. The intention is also to promote integration between foreign nationals and South African people, who will be housed together.
 
Funding has been obtained from the European Union to run the shelter for a year. It is envisaged that from March 2010, people from the church should move in, including women, parents with children, vulnerable unemployed men, and people who are ill but not unable to look after themselves. Government is looking for an NPO to manage the building. Interested organisations are  requested to submit proposals by Tuesday 18 January on the attached form, which can be left at the Department of Provincial and Local Government, corner Commissioner and Sauer Streets, marked for the attention of Russell MacGregor or Maude Pretorius.
