Provinces undertook a number of activities in the period 2005-2007 in order to attract, support, and monitor existing and new memberships. These activities differ from province to province depending how well established The Forum is in the different parts of the country.

The Forum made significant progress in increasing its membership in Mpumalanga, North West, Free State, Eastern Cape, Gauteng, Northern Cape and Limpopo provinces. In total, The Forum has increased its membership by approximately 350 new organisations between 2005 and 2007.
