Volunteer External Social Work Monitor Print E-mail
hope_restored.jpgThe Community Chest of the Western Cape is in need of volunteer social workers to assist us in our grant making process. I am writing to request the Western Cape Association of Social Workers in Private Practice for assistance in recruiting social workers to join our Grant Making Programme.

We have a renowned due diligence and oversight process of which we are very proud, to assess the more than 500 applications for funding we receive annually, and which resulted in 429 grants to a value of R15 105 048 in 2010/2011.

The grant application process stretches over a period of five months from November to end of March the following year. It consists of four internal stages and one external stage. We refer to these stages as “gates”:

Gate 1: Compliance check
Gate 2: Financial check
Gate 3: Internal Social Worker report
Gate 4: Internal financial analysis
Gate 5: External Social Worker Report and the External Accounting report 

The responsibility of the external social worker is to comment on the following aspects of the grant application:
  • The nature and  scope of the development work being presented for consideration
  • Are services  keeping abreast with community needs? Comment on improvement or lack thereof  in service rendering
  • How do you rate the  organization in terms of its financial sustainability, impact sustainability  and organizational sustainability
  • Comment on the  level of subsidy. Make special reference to applicable unit costs.
  • Comment on the  salary level of staff. Make comparisons within the sector / category of  service.
  • Make recommendation  if organisation should be funded or not.
Usually Social Work Monitors start receiving applications over the period 10 December – 15 January, with all completed assessments being due by 31 January. The number of files (applications) that each monitor receives depends on the number of available monitors; this is a case of the more monitors the better as each will receive a lower number of applications to assess. The time for an assessment varies depending on the scope of the organisation, but is unlikely to take less than 15 minutes per application.

We would like to build up to a total of 30 social worker monitors. Currently we only have ten. This places a huge burden on the current cadre and has the potential to compromise our due diligence process.

Meetings to be attended
Monitors automatically become members of the Grant Management Committee, a sub-committee of the Board of the Community Chest

All meetings are held in Cape Town
In the months of October or November an External Social Work Monitors meeting is held to brief monitors of any developments within the application process and orientate new monitors.

In the month of March we have the allocation meetings where all applications are presented before the Grant Management Committee. Attendance at this meeting is voluntary but is highly valued; it offers the social worker the opportunity input into the process in an additional way to the paper-based assessment and report.

At the end of March a ratification meeting is held to which we invite all monitors. This meeting is also attended by members of the Board and Management of the Community Chest.

Between the months of April and September a review session is held with the monitors to look at any trends or improvements that can be made to the following application process.
