FOREWORD BY THE MINISTER OF SOCIAL DEVELOPMENT TO THE POLICY ON FINANCIAL AWARDS TO SERVICE PROVIDERS
In line with the Reconstruction and Development Programme, during the first 12 years of democratic governance we focused our energy and efforts on travelling the road of social transformation. We have entrenched social development as a policy direction and framework for enhanced poverty reduction and the improved delivery of social welfare services to the vulnerable and marginalised people in our society.
Because of our Apartheid legacy the focus of the Department over the past decadehas predominantly been on social security, despite on-going work to equalisation of access to social welfare services. Demands on the social security budget meant that there were inadequate resources to fund other critical demands, for instance social welfare protection services, the retention of scarce social work skills, and the rendering of social welfare services by civil society organizations. Given the creation of the national Social Security Agency, the national Department of Social Development has now been paying more attention to these other critical demands.
