Honourable Minister,

CURRENT UNLAWFUL AND FLAWED ELECTIONS OF THE SOUTH AFRICAN COUNCIL FOR SOCIAL SERVICE PROFESSIONS [SACSSP]

NAWONGO is an organisation representing 613 NGOs operating in all provinces of South Africa.  These organisations employ a large number of Social Workers and Social Auxiliary Workers who must be registered with the SACSSP in order to practise and it is on behalf of these organisations that we address this urgent letter to your good office.

Our previous letter dated 25 February 2010 in which we requested the postponement of the elections of Board – and Council members for the SACSSP has reference. We record that this letter was addressed to your offices due to the inadequate and unlawful manner in which the process was managed. We thank you for granting the postponement and confirm that we at the time trusted that it would lead to a more fair and transparent election.

It is with grave concern and disappointment however that the feedback from members of NAWONGO and non members, all eligible for voting in the elections, reflected an illegal and undemocratic process despite the fact that the election was postponed.  

The following statistics show the trend in a rapid research done by 20 Organisations
Catholic Women’s League 1/12 SW’s received a ballot paper
SAASWIPP Gauteng Branch 8/60 SW’s received a ballot paper.
Ondersteuningsraad 6/22 SW’s received a ballot paper.
Jewish Community Service 3/27 SW’s received a ballot paper.

Apart from electorates not receiving ballot papers, it was discovered that Social workers who have been deregistered for many years (10/15/20 years) and in one known instance, a Social worker who passed away three years ago, did receive ballot papers.

Clearly, the SACSSP’S basic responsibility to maintain a register of registered persons is seriously defective and its capacity to do so is highly questionable. 

With the full mandate of our members, we request the Minister
  1. Not to accept the past election process for members of the SACSSP as it is fatally flawed and unlawful and does not comply with the basic premise of democratic elections that is essential for the effective management, future sustainability and credibility of the SACSSP. It is suggested that the Council should embark on a transparent, fair and lawful process, which should uphold the professional values and ethical codes of the profession.
  2. To initiate and perform an administrative audit into the status and functioning of the SACSSP.
We trust that it will not be necessary for us to take legal steps in order to protect the dignity and status of the SACSSP and we await your urgent feedback in this regard.
